<br />4.0 AnDmoNAL REQUESTS <br /> <br />. <br /> <br />The Board is considering recommending several additional projects totalling $8,797,300 to <br />develop databases, decision support and water management systems, new programs, and prepare <br />studies. Brief descriptions of each project are summarized below. A final recommendation will <br />be determined by the Board at its January 1993 meeting. <br /> <br />4.1 Colorado River Decision Support System <br /> <br />Completion of tasks 1 through 8 of a feasibility study being prepared by Dames and Moore <br />with CADSWES has indicated the cost for a CRDSS responsive to the identified needs would <br />cost approximately $6.2 million. The CRDSS Advisory Committee recommended a phased <br />approach over five years. The first phase would focus on development of the database and <br />system design. The CWCB is considering a request for up to $2.2 million for Phase 1 system <br />design in FY 93-94. Any expenditures for hardware or software are subject to approval from the <br />Information Management Commission (IMq and must be in compliance with the DNR's <br />Strategic and Operational Information Management Plans. <br /> <br />The Office of State Planning and Budget (OSPB) has determined that the 1.0 FTE authorized <br />for the CWCB in part 1 of section 10 of SB 92-87 and the equivalent of 2.6 PrEs for the <br />Division of Water Resources (DWR) authorized in part 3 of section 10 of SB 92-87 were one . <br />time appropriations. This clearly was not the intent of the CRDSS Advisory Committee, so the <br />Board is considering asking for an annual appropriation of up to $100,000 for the CWCB and <br />$150,000 for the DWR so that these positions will be funded in perpetuity. <br /> <br />4.2 South Platte Water Rights Management System <br /> <br />The purpose of this project is to improve the flow of information and communication among <br />water users and water officials in the South Platte River basin. It is a cooperative effort by <br />sixteen front range water users to improve the water administrative process and make it more <br />responsive to rapidly changing river conditions. The net result will be to maximize efficient use <br />of available water supplies. The 16 entities have already spent 3 years and $228,000 on the <br />project. The project sponsors are seeking $340,000 in funds for phase VI to complete the <br />database and fully implement the system. The South Platte system would be compatible with <br />the Colorado River Decision Support System and may eventually be the prototype for the water <br />rights management component of the CRDSS. <br /> <br />4.3 Satellite Monitoring System <br /> <br />The Division of Water Resources is requesting $232,000 to replace or provide new gaging <br />stations and to replace a number of satellite monitoring data collection platforms.
