Upon completion the board will report <br />on the results of the modelling effort along with any <br />observations about the desirability of further development of <br />such tools. <br /> <br />At a time when the prospects for major water development <br />projects are diminished, the development of new tools to manage <br />existing supplies and facilities may offer new approaches to <br />water management in Colorado. <br /> <br />2. Platoro Reservoir Project <br />In 1987, the General Assembly enacted a provision in SB 15 <br />authorizing the Board to assist the Conejos Water Conservancy <br />District in its intended purchase of Platoro Reservoir from the <br />Bureau of Reclamation. Of the $500,000 authorized. $100,000 <br />was a non-reimbursable investment to obtain the use of a <br />portion of the storage capacity for the State Engineer to <br />assist in meeting Colorado's obligations under the Rio Grande <br />River Compact. <br /> <br />Further. the board was prohibited from expending any monies <br />until an operating agreement between the District and the State <br />Engineer concerning operation of the reservoir was executed. <br /> <br />Since the funds were authorized for purchase of Platoro <br />Reservoir in 1987. the proposal for purchase of the Reservoir <br />before the United States Congress has been modified. The <br />District wishes to make those changes known to the Board and to <br />the Colorado General Assembly to ensure compliance with the <br />existing authorization and to request new authorization to the <br />extent that that is necessary. <br /> <br />The current proposed legislation in Congress calls for a <br />lump-sum payment of $450.000 in satisfaction of the District's <br /> <br />-5- <br />
