Agenda Item 10.i., January 24-25, 1996 Board Meeting,
Water Project Construction Lolln Program, Requests for Approval on Loans for
New Projects, Windsor Reservoir and Canal Company - Dam and Canal
Rehabilitation Program

BACKGROUND

As presented at the November 7, 1995 Board meeting, the Windsor Reservoir and Canal Company of
Eaton is proposing an extensive rehabilitation program of its existing facilities located in Larimer and
Weld Counties. The rehabilitation program will be staged over a period of about 15 years, (please
see the attached project summary and map.) The Company has a conditional authorization of
$500,000 for this project in the 1995 Construction Fund bill as recommended by the Board in
November 1994.

DESCRIPTION OF TIlE PROJECT SPONSOR/SYSTEM

The Windsor Reservoir and Canal Company (WRCC) is a non-profit corporation established in 1890
to provide irrigation water to ditch systems owned by its members. The Company has 1,000 shares. of
stock outstanding with about 350 shareholders.

The Company owns six storage reservoirs and over 25 miles of water supply canal as shown on the
attached map. These facilities supply an average .of about 30,000 acre-feet of water per year for
irrigation of approximately 55,000 acres in Northeast Colorado. Many components of the system have
been in use for almost 100 years and are in need of rehabilitation,

All water for the system is diverted from the Cache la Poudre River through the Poudre Valley Canal
under a portfolio of relatively senior water rights. The Poudre Valley Canal is a supply canal only
and is used to fill all six of the Company's reservoirs.

PROJECT DESCRIPTION

The Board's approval of $500,000 in financing in November 1994 was conditioned upon completion
of a feasibility study, A comprehensive feasibility study for the rehabilitation program was prepared
