CWCB <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: May 3, 1996 <br /> <br />SUBJECT: Agenda Item 7a., May 13-14, 1996, Board Meeting-- <br />Tremont Mutual Ditch Company <br />Small Project Construction Fund Loan: Revise to $45,000. <br /> <br />BACKGROUND <br /> <br />The Tremont Mutual Ditch Company (located in Morgan County), was approved for a Small <br />Project Loan in amount of $27K, at the March 12, 1996 CWCB meeting. An updated copy of <br />that board memo is attached. The Company would now like the loan amount increased to $45K, <br />and the loan tenns revised to 20 years, at 4%. $45K represents about 75% of total project <br />cost. <br /> <br />Construction started March 10, and is 95% complete. Mike SerIet and John Van Sciver made <br />a number of construction inspections, to confirm that the project proceeded according to plan, <br />During construction, the project was modified to better protect the headgate from damage during <br />future floods, and to reduce annual maintenance expenses. This resulted in an increased cost. <br /> <br />A condition of loan approval was the completion of the feasibility study. John Van Sciver and <br />Bart Woodward worked together, and the study is complete, with the exception of a few minor <br />details. As expected, the study concludes that the project is feasible. <br /> <br />Jan Illian provided the Company an initial draft of the loan contt-act to review, and has started <br />the formal contracting process. <br /> <br />DISCUSSION <br /> <br />The total project cost has been revised up to $61K from $36K. An updated cost breakdown is <br />attached. The headgate was moved closer to the Lower Platte and Beaver diversion dam to <br />reduce the possibility of sanding, and riprap is being placed to protect the structure from future <br />
