Lile, P .E.
Di=r, CWCB

(UPDATED March 27, 1996)

TO: Colorado Water Conservation Board Members

FROM: John Van Sciver

DATE: March 4, 1996

SUBJECT: Agenda Item 4d., March 12-13-14, 1996, Board Meeting--
Tremont Mutual Ditch Company
Approval of a Small Project Construction Fund Loan in amount of $27,000
to rehabilitate the Company's Diversion Structure on the South Platte River.

BACKGROUND

The Tremont Mutual Ditch Company (located in Morgan County), has submitted an application
for a loan to rehabilitate their west headgate structure, at their South Platte diversion. They are
requesting a loan in the amount of $27K (75% of the estimated total project cost of $36K).

The purpose of the project is to rebuild one of the Company's existing headgates, about 6 miles
east of Fort Morgan. The west headgate was rebuilt after the 1965 flood, and was totally
destroyed during spring runoff flooding in 1995. The river flooded to the north. and cut a new
channel around the diversion dam across the river (owned by the Lower Platte and Beaver.)
Tremont uses this diversion dam, under contract with Lower Platte and Beaver. Although the
diversion dam was not damaged, the Tremont west headgate was washed out.

The west headgate can not be used until repairs are made. Operation with just the east head gate
would cause sand to plug the ditch, and render it inoperable in a short time.

Preliminary engineering design work as well as a draft feasibility study have been completed by
Bart Woodard and Cecil Osborne, P.E.

DISCUSSION

The proposed project will maintain the current capacity of 70 CFS, with an ability to supply
about 140 acre feet of water per day during irrigation season. The Company actually diverted
2410.75 acre feet through the structure in 1994, according to S.E.O records. About 2000 acres
are irrigated by the Tremont Ditch.

~
