C'V/CB <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: January 16, 1996 <br /> <br />SUBJECT: Agenda Item Sb., January 24-25, 1996, Board Meeting-- <br />South Platte Ditch Company <br />Approval of a Small Project Construction Fund Loan in amount of $100,000 <br />to rehabilitate the Company's Diversion Structure on the South Platte River. <br /> <br />BACKGROUND <br /> <br />The South Platte Ditch Company (located in Logan and Washington Counties), has submitted <br />an application for a loan to rehabilitate their river diversion structure. They are requesting a <br />loan in the amount of $100K (53% of the estimated total project cost of $187K). <br /> <br />The purpose of the project is to rebuild the Company's existing diversion on the South Platte <br />River, about 5 miles south west of the Town of Merino. The Company's existing diversion was <br />built around the turn of the century, and was badly damaged during spring runoff flooding in <br />1995. The concrete floor of the headgate structure was undermined and collapsed, and headgate <br />is inoperable. The flood also undermined a retaining wall, damaged the sand gate in the river <br />dam, and washed around the left side of the diversion leaving a breach about 100 feet wide. <br />The diversion can not be used until repairs are made. <br /> <br />Preliminary engineering design work as well as a draft feasibility study have been completed by <br />Jack Odor, P.E., Fort Morgan, and by Charles Bartlett of the South Platte Ditch Company. <br /> <br />DISCUSSION <br /> <br />The proposed project will maintain the current capacity of 30 CFS, with an ability to supply <br />about 60 acre feet of water per day, during irrigation season. 4400 acres are irrigated by the <br />South Platte Ditch. <br />
