CWCB <br /> <br />DATE: March 2, 1994 <br /> <br />SUBJECT: Agenda Item 20f., March 8-9, 1994, Board Meeting-- <br />Approval of an Emergency loan to the Town of Rangely to Rebuild the Raw <br />Water Intake for the Town's Water System. <br /> <br />BACKGROUND <br /> <br />The Town of Rangely has submitted an application for an Emergency Loan to design <br />and reconstruct the raw water intake for the Town's water system. A recent engineering <br />evaluation of the existing intake structure indicates that the underlying foundation has failed, <br />causing the structure to settle significantly. If further settlement occurs, the discharge piping <br />could pull apart, causing serious flooding which would shut down the Town's water system. <br />Following discovery of the foundation failure, the Town evaluated two options for <br />reconstruction of the intake structure, and developed a cost estimate for each. The <br />preferred option has an estimated total cost of $68,000, and the Town has submitted a loan <br />application requesting a maximum of $34,000 (4.5% for only 2 years) in the form of an <br />emergency loan. <br /> <br />DISCUSSION <br /> <br />1. In the opinion of staff, the failure of the foundation of the Town's raw water <br />intake structure is an emergency condition qualifying for an emergency loan, since it <br />presents a real threat to human health and well being. <br />2. Since first discovering the failure, the Town has been diligent in its effort to make <br />proper repairs. An engineering evaluation of the structure has been completed, <br />instrumentation installed, and alternatives evaluated. <br />3. Repairs must be completed as quickly as possible, because of the real possibility <br />of a total failure of the intake structure which would leave the Town without water <br />altogether. (A standard Construction Fund Loan would not provide funding until July 1995 <br />at the earliest.) <br />4. The Town is requesting a loan of very short duration; only 2 years. <br />
