Approval of a Construction Fund Loan in amount of $25,500 to construct a Raw Water Irrigation System for the subdivision. BACKGROUND The River Oaks subdivision is located in Eagle County, 2 miles west of the town of Basalt. The Property Owners Association (POA) has submitted an application for funding to construct a raw water irrigation system. The POA is requesting a loan in the amount of $25,500, 75% of the estimated total project cost of $34,000. Potable water is provided by Mid Valley Metropolitan District, and is in short supply due to growth in the Roaring Fork Valley. The new system will be used for landscape irrigation of individual lots. Preliminary engineering and feasibility work have been completed by Mike Kishomoto of the NRCS, Glenwood office. At least one contractor has provided a preliminary cost estimate. DISCUSSION The new system will allow the use of raw water for irrigation. The River Oaks subdivision has 19 lots, and 13 of the lots have been built on. The River Oaks subdivision is located in Eagle County, near Basalt. Basalt has a 1990 Median Household Incomes (MHI) in excess of 110% of the 1990 state wide average. Therefor the Staff is recommending the loan rate be at the "High Income" rate for a municipality, as set by the Board on November 25,1996.
