Lile, RE. <br />Director.eWeB <br /> <br />UPDATED December 17, 1996 <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: December 17, 1996 <br /> <br />SUBJECT: Agenda Item 12g., November 25-26, 1996, Board Meeting-- <br />River Oaks on the Roaring Fork Property Owners Association, Inc. <br />Approval of a Construction Fund Loan in amount of $25,500 to construct a <br />Raw Water Irrigation System for the subdivision. <br /> <br />BACKGROUND <br /> <br />The River Oaks subdivision is located in Eagle County, 2 miles west of the town of Basalt. The <br />Property Owners Association (POA) has submitted an application for funding to construct a raw <br />water irrigation system. The POA is requesting a loan in the amount of $25,500, 75% of the <br />estimated total project cost of $34,000. <br /> <br />Potable water is provided by Mid Valley Metropolitan District, and is in short supply due to <br />growth in the Roaring Fork Valley. The new system will be used for landscape irrigation of <br />individual lots. <br /> <br />Preliminary engineering and feasibility work have been completed by Mike Kishomoto of the <br />NRCS, Glenwood office. At least one contractor has provided a preliminary cost estimate. <br /> <br />DISCUSSION <br /> <br />The new system will allow the use of raw water for irrigation. <br /> <br />The River Oaks subdivision has 19 lots, and 13 of the lots have been built on. <br /> <br />The River Oaks subdivision is located in Eagle County, near Basalt. Basalt has a 1990 Median <br />Household Incomes (MHI) in excess of 110% of the 1990 state wide average. Therefor the Staff <br />is recommending the loan rate be at the "High Income" rate for a municipality, as set by the <br />Board on November 25,1996. <br />
