.

.

feasibility study evaluates three alternatives and the "no action" scenario for pipeline
replacement.

Town of Palisade
The Town of Palisade provides treated water to a total service area population of about
3,300 people in Palisade as well as Vineland and West Palisade. The Town has also, on
occasion, supplied small amounts of water to the Ute Water Conservancy District. Table 1
gives some selected characteristics for the Town.

Table 1. The work done by
Hydrosphere included an analysis of the hydrology of the Rapid Creek Basin, the
operation of the Town's water rights in priority, and the configuration of the water supply .
system during a critical dry period to arrive at an estimate of firm yield. The analysis
indicated that the yield of the system would be adequate for at least the next thirty years.

Two pipelines, the Rapid Creek Pipeline and the Cottonwood Creek Pipeline, deliver
water to the water treatment plant a distance of several miles from the top of the basin.
The Cottonwood Creek Pipeline, which was built about fifty years ago, is operating at
capacity and is in very poor condition. The Cottonwood Creek line is the more important
of the two since it is capable of transmitting flows from the Town's only major raw water
reservoir and from the largest spring in the system.

Proiect DescriDtion
The feasibility study evaluated three structural alternatives for replacing the pipeline as
displayed in Table 2 along with the estimated capital costs:

Table 2.
