(Please see the attached map.) The results of this study will be used <br />to complete the ongoing feasibility study of the replacement of the Town's Cottonwood Creek <br />Pipeline. <br /> <br />BACKGROUND <br /> <br />The Cottonwood Creek Pipeline, which is the Town of Palisade's sole source of water supply, is <br />more than 50 years old and in very poor condition. In November 1994, the Town applied for and <br />the Board approved a Construction Fund loan of$750,000 for replacement of the pipeline. The <br />loan was authorized in the 1995 Construction Fund legislation subject to satisfactory completion <br />of a feasibility study. <br /> <br />In November 1995, the CWCB staff reviewed a preliminary draft of the feasibility study by <br />WestWater Engineering of Grand Junction and suggested to the Town that the hydrology and <br />water rights analyses, some of which were conducted more than 15 years ago, should be updated <br />and revised for a current assessment of the legal and physical availability of water to the Town <br />system. Staff suggested this be done before proceeding any further with the pipeline sizing task in <br />the feasibility study. <br />
