.

.

MEMORANDUM

TO: File
FROM: John Van Sciver ~
DATE: April 8, 1994

SUBJECT: Meeting and tour the well facilities
Town of Monument

On April 7, 1994 I met with Dwight Whitney, Manager/Planner for the Town of Monument.
We discussed the Town's water supply and future water needs, and toured the Town's existing
facilities. The following are the important issues and concerns:

1. The Town is expecting significant growth as. build-out in approved subdivisions
accelerates. The Town may have need for storage space in the Bristlecone reservoir for
augmentation water, and is considering the purchase of that structure.

2. The Town was short of water and it was necessary for them to complete the
replacement of Well #2 already. The new well is up and working at this time. I said
I would work on the contract for the loan as soon as the Construction Fund Bill is signed
by the Governor.

3. The Town did hold an election and approved the loan prior to construction of the new
well.

4. We toured the new well location, the old well location, and the property which will
be collateral for the loan. Photos were taken.

The following issues relate to contracting:

a. We will need a copy of the election notification and certified results.

b. We will need a resolution of the Town Council.

c. We will need the legal description of the land the Town plans to use for collateral for
the loan.

C:\WP51\Monumntl.mem
