(WeB <br /> <br />TO: Colorado Water Conservation Board Members <br /> <br />FROM: John Van Sciver <br /> <br />DATE: August 15, 1996 <br /> <br />SUBJECT: Agenda Item 7a., September 9-10, 1996, Board Meeting-- <br />The Decker Lateral Company <br />Approval of a Small Project Construction Fund Loan in amount of $100,000 <br />to rehabilitate the Company's ditch. <br /> <br />BACKGROUND <br /> <br />The Decker Lateral Company (located in Weld County), has submitted an application for a loan <br />to rehabilitate 7900 feet of their ditch. They are requesting a loan in the amount up to $100,000 <br />(approximately 72 % of the estimated total project cost of $140,000). <br /> <br />The Company's ditch is located about 10 miles northeast of Greeley. The lower end of the ditch <br />leaks significantly, and the concrete drop and diversion structures are deteriorated. Users at the <br />lower end of the ditch do not receive their full allocation of water. <br /> <br />Preliminary engineering design work as well as a draft feasibility study have been completed by <br />Rosanna Leos of the NRCS, Greeley office. <br /> <br />DISCUSSION <br /> <br />The proposed project will maintain the current capacity of about 37 CFS. with an ability to <br />supply up to 74 acre feet of water per day, during irrigation season 1920 acres are irrigated <br />by the Lower Decker Lateral. <br /> <br />The project cost estimate is $140,000, and the Company has a $68,150 commitment for cost <br />share from the CFSA. The remaining $71,850 cost is to be funded by a CWCB loan. Staff is <br />recommending that the CWCB approve a loan of up to $100,000, in the event construction bids <br />exceed the estimate. <br />
