<br />Low Line Ditch Company <br />March 24.26, 2003 <br /> <br />Agenda Item 25a <br />(Updated March 28, 2003) <br /> <br />The Low Line Ditch Company <br />The LLDC is a Colorado non-profit Ditch Company registered in the State of Colorado. There <br />are 14 shareholders and 320 shares of stock. The LLDC has the power to set annual <br />assessments to be paid by the shareholders and the power to refuse to deliver water to <br />shareholders that fail to pay their assessments. <br /> <br />Water Riahts <br />The LLDC has rights to divert 39.9 cfs from the South Platte River under an 1882 decree. The <br />LLDC diverts on average approximately 6,650 acre-feet of water per year through their ditch. <br /> <br />The 14 shareholders of the LLDC also have decrees on 13 wells used for irrigating the 2,070 <br />acres under their system. These wells are currently augmented through GASP. The LLDC . <br />diverts on average approximately 1,200 acre-feet of water per year through these 13 wells. <br /> <br />Proiect Description <br />Three alternatives were considered, including: <br /> <br />1. Don't do the project and continue to rely upon the existing diversion. <br /> <br />2. Completely rebuild the diversion using the best available technoiogy. <br /> <br />3. Rebuild only that portion of the diversion necessary to allow for more efficient diversions. <br /> <br />Alternative 3, Rebuild only that portion of the diversion necessary to allow for more efficient <br />diversions, was selected because it was the least cost option that provided a permanent <br />solution to the problem. <br /> <br />Selected Alternative 3 consists of the following: <br /> <br />. Two mechanical lift gates will be constructed. Each gate will be approximately 20 feet in <br />length and four feet in height. <br /> <br />. Three sections of concrete rollover wall will be constructed. Each section will be <br />approximately 20 feet in length and five feet in height. <br /> <br />. A new concrete floor will be constructed under the gates and rollover sections. The floor <br />will be six inches thick through the center and flared toward the edge. <br /> <br />. Sheet piling will be placed along the upstream edge of the project to prevent under <br />currents from eroding under the new improvements. <br /> <br />Cost Estimate <br /> <br />Item <br />Planning and Design Costs <br />Construction Cost with Contingency. <br />Total Cost <br /> <br />Estimated Cost <br />$ 1,500 <br />$71,000 <br />$72,500 <br /> <br />The implementation schedule calls for completion of financing arrangements and final design <br />in March 2003.
