<br />Riverside Reservoir and Land Co, Agenda Item 15b, <br />March 20-21, 2000 (Updated March 22, 2000) <br /> <br />The Riverside Reservoir and land Company <br />The RRLC is a mutual ditch company and a non-profit corporation registered in the State of <br />Colorado. There are 103 shareholders and 2,505 private rights (shares of stock.) The RRLC <br />has the power to set annual assessments to be paid by the shareholders, the power to cut off <br />water deliveries to shareholders that fail to pay their assessments, and the power to offer stock <br />for sale to pay back assessments. The RRLC delivers water to approximately 50,000 acres of <br />farmland located in the vicinity of Fort Morgan. <br /> <br />Water Rights <br />The Company's water rights consist of: <br /> <br />Table 1: Water Rights owned by RRlC <br /> <br />Date Amou nt Comment <br />4/1/02 16,070 acre-feet Storage <br />8/1/07 41,437 acre-feet Storage <br />10/25/10 63,113 acre-feet Storage <br />12/31/29 56,325 acre-feet Refill storage <br />5/31/07 417 cfs Direct flow <br /> <br />Records of the State Engineer's Office indicate that average annual diversions have been <br />113,111 acre-feet for years 1997 through 1999. <br /> <br />Proiect Description <br />Four alternatives were analyzed in the feasibility study: <br /> <br />1. The no-action alternative. <br />2. Continue a level of minimum maintenance. <br />3. Rehabilitate only the river diversion structure ($450,000). <br />4. Rehabilitate both the river diversion and headgate structures. <br /> <br />Alternative 4, rehabilitate both the river diversion and headgate structures, was ruled out <br />because the headgate structure is in generally good condition and functioning satisfactorily. For <br />this reason Alternative 3 was selected, since it is considered to be a reliable approach, and is <br />less costly. The no-action and the minimum maintenance alternatives were considered <br />unacceptable since both would eventually result in partial or total failure of the diversion and <br />inability of the RRLC to deliver water. <br /> <br />Selected Alternative 3 involves construction of a reinforced monolithic concrete floor for the new <br />diversion structure. This concrete structure will be supported by pipe piling, and surrounded by <br />sheet piling driven into the riverbed. All wing walls and support walls will be 15 inches thick, and <br />steel reinforced. An Obermeyer Pneumatic Spillway gate and a radial gate will be installed in <br />the river diversion. <br /> <br />(The project that the RRLC plans to undertake is very similar to 3 recently completed projects, <br />also funded in part by the CWCB. The South Platte Ditch Company and Weldon Valley Ditch <br />Company rehabilitated their river diversions in 1996 and 1997 respectively. Both projects <br />included the use of Obermeyer Pneumatic gates, and both have operated well. The Sterling <br />Irrigation Company and Julesburg Irrigation District projects are of the same design and nearing <br />completion.) <br /> <br />2 <br />
