Discussions are continuing to attempt to resolve this conflict. <br /> <br />Also included in the Board folder is the final draft of a declaration, signed on May 20, 2000, <br />between the U.S. Secretary of the Interior and the Mexican Secretary of the Environment, Natural <br />Resources and Fisheries, to enhance cooperation in the Colorado River Delta. The declaration <br />recognizes the value of the delta region to fish and wildlife resources in Mexico and the United <br />States. It supports the IBWC's CoJorado River Delta Task Force which is attempting to identify <br />physical and hydrological conditions in the delta, undertake research on biological resources, and <br />strengthen coordination between the two countries. <br /> <br />Reclamation is working independently of the LCR MSCP, with the 1BWC Task Force to <br />investigale hydrologic conditions and conduct other surveys. Although the declaration does not call <br />for any action by the LCR MSCP, it may lead to additional requests or expectations for the LCR <br />MSCP to consider Colorado River Delta issues. <br /> <br />As will be recalled, the Board voted at its April meeting to support AB 2795, (with the <br />California Fish and Game and California Department of Water Resources abstaining), which would <br />allow for the incidental take of California listed fully protected species. The original bill provided <br />for take of only one species, the blunt nose leopard lizard, The bill, as amended, would not provide <br />relieffor the LCR MSCP. In an effort to resolve various issues between the bill supporters and the <br />environmental community, several meetings have been held in Sacramento. A small group has been <br />formed from the participants to attempt to draft language that would be acceptable to all parties, A <br />meeting has been scheduled for June] 6th to review the proposed language. <br /> <br />WESTERN WATER PLANNING <br /> <br />Glen Canvon Adaptive Manal!ement <br /> <br />The Glen Canyon Adaptive Management Workgroup is scheduled to meet July 6-7 in <br />Phoenix, Arizona, to consider the proposed 2002 budget, management objectives, and membership <br />renewal. I have included in the handout material a copy of the agenda for the meeting. <br /> <br />WATER QUALITY <br /> <br />Colorado River Basin Salinity Control Forum <br /> <br />Forum Meeting <br /> <br />The Colorado River Basin Salinity Control Forum held its Spring meeting in Price, Utah, on <br />May 24, 2000. At the meeting, Messrs. JeffFa~s"tt (WV) and Lam' I1Dzier (AZ) were reappointed <br />~r a second term as Chairman and Vice-Chairman. respectively. <br /> <br />Prior to the meeting, on Tuesday May 23'd, Forum members were taken on an all-day bus tour <br />of the Price-San Rafael River Basins, located in Eastern Central Utah, to view the work in progress <br />of Reclamation and USDA for implementing salinity control measures, To date, projects either <br /> <br />6 <br />
