Included in the hand out materials is a copy of tl:W <br />milestone schedule. <br /> <br /><" <br /> <br />Continued progress is being made in coordinating the environmental compliance activities <br />associated with California's Colorado River Water Use Plan and its components, Meetings are being <br />held among the California agencies as well as with Reclamation to coordinate the NEP A and CEQA <br />compliance, These meetings have also included representation from the consulting firms that are <br />preparing the NEPA and CEQA documents, The intent is to have all of the environmental <br />compliance activities completed by January 200 I. <br /> <br />Basin Statesrrribes Discussion <br /> <br />Basin States Meeting <br /> <br />A number of meetings among representatives from the Colorado River Basin states and the <br />Tribes have been held to discuss the interim surplus criteria and various aspects of California's <br />Colorado River Water Use Plan. Technical meetings were held on May 9th and 17'h to further <br />develop and show the impacts associated with possible interim surplus criteria. Following those <br />meetings, proposed interim surplus critena were presented to the Basin States/Tribes representatives <br />at their meeting held on May 25th. At the meeting, a small working group was given the task of <br />preparing a document describing the interim surplus criteria (now being called the seven state plan). <br />Also during the meeting other groups were given the task of further exploring: I) mitigation <br />associated with the interim surplus criteria, 2) the mechanism to make the agreement reached among <br />the states legalJy enforceable, 3) the relationship between operation of the Yuma Desalter and the <br />interim period associated with lining the first 49 miles of the CoachelJa Canal, and 4) how overrun <br />accounting and averaging of consumptive use called for in the Quantification Agreement wouJd <br />work, Meetings and conference calls on each ofthcse topics have been held and progress is being <br />made in developing the various discussion apers, which will be discussed at the next Basin <br />Statesrrribes meetin scheduled for une 26'h, <br /> <br /> <br />It is the position of the Basin states' representatives that their support for the interim surplus <br />criteria is contingent upon reaching agreement on all of the associated components, i.e., the <br />mitigation, enforcement mechanism, overrun accounting, etc. An of these are to move forward as <br />a package. " <br /> <br />Colorado Ri~~r Endangered Species <br /> <br />The Lower Colorado River Multi-Species Conservation Program (LCR MSCP) Steering <br />workshop was held in Phoenix, Arizona, on June I" to discuss the draft conservation strategy report <br />prepared by Stephen W. Caruthers Associates (SWCA) and the conservation opportuniiy area (COA) <br />analysis work being completed by Mr. Harris. <br /> <br />Included in the Board folder is a copy of the Executive Sununary from the SWCA report <br />along with a table outlining the estimated cost for the first six years of the program.
