<br />. <br /> <br />. <br /> <br />. <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Reoort <br /> <br />During April 2000, storage in the major Upper Basin reservoirs decreased by 53,000 acre-feet <br />and storage in the Lower Basin reservoirs decreased by 329,000 acre-feet. Total System active <br />storage as of the end of April was 52.697 million acre-feet (maf) or 88 percent of capacity, which <br />is 0.030 mafless than one year ago. <br /> <br />May releases from Hoover, Davis, and Parker Dams averaged 20,110, 19,650 and <br />13,580 cubic feet per second (cfs), respectively. Planned releases from those three dams for the <br />month of June 2000 are 16,800, 16,800 and 13,300 cfs, respectiveJy. The June releases represent <br />those needed to meet downstream water requirements. <br /> <br />The June 5, 2000 forecast of April through July 2000 unregulated inflow into Lake Powell <br />is 5.4 maf, which is 70 percent of the 30-ye a or the eriod 1961- t of <br />unregulated inflow into Lake Powell for the 999-00 water year is 8.863 maf, or 76 percent of the <br />30-year average. <br /> <br />The Lower Division states' estimated consumptive use of Colorado River water for calendar <br />year 2000, as estimated by Board staff, totals 8.404 maf and is projected as follows: Arizona, <br />2,808 maf; California, 5.316 maf; and Nevada, 0.280 maf. Estimated additional unmeasured return <br />flow credits of 0.242 maf would reduce the total amount to 8. I 62maf. For calendar year 2000, the <br />Central Arizona Project (CAP) is projected to divert 1.373 maf, of which 290.000 acre-feet is to be <br />credited to the Arizona Water Bank. and The Metropolitan Water District of Southern California <br />(MWD) is projected to divert 1.306 maf. . <br /> <br />The preliminary June I, 2000 estimate of 2000 end-of-year California agricultural <br />consumptive use of Colorado River water under the first three priorities ofthe 1931 California Seven <br />Party Agreement is 3.951 maf. This estimate is based on the collective use through May 2000 by <br />the Palo Verde Irrigation District (PVID), the Yuma Project Reservation Division (YPRD), the <br />Imperial Irrigation District (lID), and the CoacheJla Valley Water Dislrict (CVWD), Figure 1, found <br />at the end of this report, depicts the historic projected end-of-year agricultural use for the year. <br /> <br />Colorado River Ooerations <br /> <br />Annual Operating Plan <br /> <br />The first year 2000 meeting of the Colorado River Management Work Group was held on <br />May 17th. During that meeting Reclamation requested input regarding next year's determinations <br />for the 2001 Annual Operating Plan for the CoJorado River System Reservoirs (2001 AOP). There <br />were some attendees who opposed a surplus condition withoUl a seven state a eement tied to <br />California's Imp ementation 0 Its Colorado River Water Use Plan.
