FOREWARD

This report summarizes the twenty-second year of o~ration and activities
of the Arkansas-white-Red Basins Inter-Agency Coomittee and highlights
the Ccmnittee's operations during the year October 1, 1976, throu~
September 30, 1977. Further detail is included in the recorded mmutes
and appendixes, a limited number of copies of which are available from
the Corps of Engineers, Dallas, Texas, designated as the official
AWRBIAC repository for minutes and reports. Throughout this report,
the Arkansas-white-Red Basins Inter-Agency Ccmnittee is referred to as
the AWRBIAC, the Ccmnittee, or the AWR Conrnittee.

Activities of the AWRBIAC during the year have been directed toward:

(l)

Providing, at the regional level, improverrent of
coordination of activities in the field of water
and related land resources;

Providing a rreans by which inter-agency problems
in this field may be resolved;

Developing program interest sessions at regularly
scheduled AWR Conrnittee meetings, thereby providing
current infonnation relative to changes in law or
policy in the field of water resources developrent;

Considering the coordination of the collection and
interpretation of basic data;

PrOllDting Standing Ccmnittee activity within the
AWRBIAC in the areas of basic data collection;
exchange of program infonnation; and envirornnental
resources.

Acting as Regional Sponsor for and providing a
ccrnprehensive planning conrnittee to carry out work
necessary to prepare the AWR regional portion of the 1975
Water Assessrrent in cooperation with the Water Resources
Golmcil.

Keeping abreast of policy develorments in river basin
planning with a view to perfonnin~ a comprehensive study
of the AWR region upon authorizat~on by the Water
Resources Golmcil.

The Ccmnittee's overall functional charge and specific charge for
FY 1977, to its standing conrnittees are contained in Appendix 1.

The AWRBIAC Charter and Articles of Organization and Procedure are
included as Appendix 4.
