<br />tv <br />en <br />~ <br />~ <br /> <br />. <br /> <br />. <br /> <br />DNR assembled its own study staff and, in certain instances, retained <br />private consultants (including university personnel) to conduct certain <br />portions of the analyses, <br /> <br />In addition the the MOA between the WRC and DNR, the WRC negotiated <br />separate MOAs with the V,S. Bureau of Reclamation, Cooperative Instream <br />Flow Service Group, U.S, Geological Survey, and the V,S. Department of <br />Energy's Los Alamos Scientific Laboratories to conduct portions of the <br />assessment, The Colorado DNR, however, has retained general responsi- <br />bility for coordinating the analyses and inputs provided by those <br />Federal agencies, As pertinent to the assessment, those Federal <br />agency products are incorporated herein. <br /> <br />o <br /> <br />PURPOSE OF THIS REPORT <br /> <br />This report fulfills the obligations of the Colorado DNR to the <br />liRC pursuant to the aforementioned ~IOA between those parties, No con- <br />clusions are expressed on behalf of any State (including Colorado) or <br />Federal agency as to the likelihood or desirability of the levels of <br />EET development here postulated, nor as to the desirability of impacts <br />associated with the provision of water supplies to those potential EETs. <br />Rather, this document's sole function is to report the findings for which <br />section l3(a) calls, without commenting upon whether those findings are <br />in accordance with the plans, programs, policies, or expectations of <br />any State or Federal agency, <br /> <br />Any comments that Steering Committee members had on this report, <br />insofar as they pertain to the factual and analytical components of the <br />assessment, are included in appendix A. By agreement of the Steering <br />Committee, all comments that address a State or Federal agency's poli- <br />cies on the acceptability of the potential development of the subject <br />EETs and the impacts associated therewith are to be sent directly to <br />the WRC, since those comments are beyond the scope of matters that were <br />to be addressed by the DNR. <br /> <br />~3 <br />
