A large portion of this information will be
obtained through use of survey questionnaires and personal interviews. Reser-
voir user surveys will be distributed at Bear Creek Park starting in June of 1988.
A similar questionnaire will be mailed to communities within the watershed.
Personal interviews will be conducted at the reservoir and at parks in the
watershed. These interviews will begin in late June and continue through Park
closure in the fall. A copy of the questionnaires can be made available upon
request.

A news release by DRCOG is enclosed with this memorandum. Information in the
news release and contained in this memorandum can be used for newsletters or
other releases which you would deem appropriate.

There will be a public participation program associated with the Clean lakes
Study. There are specific federal requirements which must be met in a Clean
lakes Program. These regulations are summarized as follows:

. To assure that the public has been given the opportunity to understand of-
ficial programs and proposed actions.

. Provide for public awareness of federal programs.

. Assure that public concerns are fully considered.

. Assure that no significant decisions are made on an activity without consulting
interested and affected segments of the public.

. Encourage public involvement before implementing environmental policy.

. Keep the public informed about significant issues and programs which can
affect public interests.

. To use all feasible means to create opportunities for public participation.

The Bear Creek Task Force meets on a regular schedule to discuss issues and
topics pertinent to the Clean lake Study and an ongoing basin management plan.
The Clean lake Study will provide information to be used in establishing a
basin-wide water quality management plan. Opportunities will be arranged for
special interest groups, interested agencies or concerned citizens to make pres-
entations at regu la rly schedu led tas k force meetings. These meeti ngs a re open
to public and we encourage public participation.
