Dear Mr. Farley:

I have recently received a copy of the April, 1987, Bear
Creek Reservoir Clean Lakes grant application which has been
submitted to the Environmental Protection Aqency. I am writinq
to inform you of activities of this Board which may be of
interest to you in the conduct of the analyses contemplated by
that grant application should it be awarded.

The Corps of Engineers, which is the owner of the Bear Creek
Reservoir, has concluded that space in the flood control pool
could be reallocated to water conservation storage purposes. In
this regard, the Board has taken the lead in working with
interested entities to determine to whom available space should
be allocated and how the reservoir would need to be operated to
accommodate such storage. At the moment, we are working with six
entities who have an interest in obtaining a total of about 2,000
acre-feet of space in the reservoir.

I bring this matter to your attention because the operation
of the reservoir as it has been historically run may change if
one of more entities do indeed proceed to purchase space from the
Corps of Engineers. Such a change in reservoir operations could
affect the hydroloqy and limnology of the reservoir, which in
turn could affect the r~servoir's water quality characteristics.
