<br />j <br /> <br />6. Problem of project rranage~ent. ~4nageMent of multipurpose <br />water development projects is not simple or easy. Although irrigation <br />is heavily predominant on the Garrison Diversion ~r.it there will be many <br />other uses--each of great importance to the people it serves. Municipal <br />and industrial water, wildlife development, recreation, pollution abate- <br />ment, stock water, water ~uality control, conditions of river ice <br />formation and floed regulation all must be served by the project manage- <br />ment. These interests all center in the operation of the principal <br />water supply canal system. <br /> <br />At the same time the irrigators along the small distribution <br />canals will insist on managing the distribution of water to farm turnouts. <br /> <br />The Government does not intend to operate the Garrison <br />Diversion Unit once the canals are primed and water is formally declared <br />available to the users. It is at this time that the Conservancy District <br />is expected to take over as project water master and manager of the <br />principal supply works. It will be a party to all water supply contracts <br />and will represent all interests. I believe this to be the closest-to- <br />home sort of "home rule" that can be devised. <br /> <br />, <br /> <br />It has been a heartening experience to work with the Board <br />of Directors of the Garrison Diversion Conservancy District these past <br />five years. Tht;'" he."~ ~n;,.,or=4 <br />the respect of the BUreau of Reclamation and of their neighbors back <br />home. If the Garrison Diversion Unit is constructed during our lifetime <br />it will be because they furnished the wisdom, the tenacity of purpose <br />and the honest leadership to bring it about.
