January 22-23. 1987, Board Meetinq-- <br />Proposed Amendments to the Irriqation Districts Act <br />for the Purposes of the Colorado River Basin salinity <br />Control proqram <br /> <br />Introduction <br /> <br />At its November meetinq, the Board reviewed a draft bill <br />concerninq proposed amendments to the irriqation districts <br />act. By formal motion. the Board concurred in the draft bill. <br />reservinq judqment on three elements of it which it wished to <br />discuss further. <br /> <br />Those three items were as follows: <br /> <br />(1) Irriqation districts contractinq with the Bureau of <br />Reclamation for the purposes of the salinity control <br />proqram would be able to levy special assessments <br />upon real estate within the district which is served <br />by improved laterals for the purpose of coverinq that <br />portion of the expense of operatinq and lllaintain-inq <br />the improved laterals which is not reimbursed by <br />Rec1alllation. <br /> <br />(2) Contractinq districts would be exempted from <br />sUbmittinq salinity control project plans to the <br />State Enqineer and the Irriqation District Commission <br />for approval. <br /> <br />(3) Contractinq districts would have the power of eminent <br />domain and dominant eminent domain. <br /> <br />2569E <br />
