The act provides that the rates to be paid <br />shall be determined on the basis of the cost of energy, including <br />amortization within 50 years with 3 per cent interest on the cost <br />of the works, less $25,000,000 alloeated to flood control. Included <br />in the costs are annual payments to Arizona and Nevada of $:300.000 <br />each, and $500,000 to a Colorado River development fund, in addi- <br />tion to operation, maintenance, and replacement expenses. The <br />resulting rate will represent a considerable reduction below the <br />present falling water rates of 1.63 mills per kilowatt-hour for firm <br />energy and one-half mill per kw-hr for secondary energy. Generat- <br />ing charges, which must be paid in addition to the falling watel' 1 <br />rates, will continue to be paid on the basis of actual cost. The Ir. <br />cost of energy over the 50-year period of the contract, on the present <br />basis of compehive cost, is uncertain since the periodic adjust- <br />ments of rates would be highly controversial. The rates under the <br />new law should be substantially uniform and the periodic adjust- <br />ments relatively simple. Under the new law the power lIsers will <br />receive the benefit of the economical production of power possihle <br />at the remarkably fine Boulder power plant. <br /> <br />230-KV TRANSMISSION LINE <br /> <br />The construction of the 230-kv transmission line from Boulder <br />dam to Camino switching station with one branch from that point <br />to Gene and another to Iron Mountain, Eagle Mountain and Hay- <br />field, was completed in Ma,\' 1938, except the terminal span at <br />Boulder, which awaited building of the switch rack by the U. S, <br />Bureau of Reclamation.
