The. <br />development of the site earlier than originally planned was under. <br />taken by the U. S. Bureau of Reclamation under a supplemental <br />contract dated April 7, 1939, in order to relieve a severe shortage <br />of power in Phoenix. Arizona, and to furnish power for pumping <br />on the Gila irrigation project in southwestern Arizona. The first <br />installation is to consist of three 25,000-kw generating units, one <br />to supply the Gila load, and two for the PhoJ'nix power customers- <br />the Salt River Valley Water Users' Association and the Central <br />Arizona Light and Power Company. Funds for the construction <br />of the plant are being advanced by the United States. One of the <br />three units is to be installed in the District's half of the power plant, <br />but for at least ten years after being placed in operation this unit <br />is to be used on the Phoenix load.
