<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I' <br />,~ <br /> <br />I. <br />I <br />I <br />I; <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />iJ(H957 <br /> <br />Scoping Document I <br />Williams Fork Hydroelectric Project <br />FERC Project No. 2204 <br /> <br />1.0 INTRODUCTION <br /> <br />On July 2, 2001, the City and County of Denver. acting by and through its Board of Water <br />Commissioners (Denver Water), filed a dual purpose Notice Of Intent with the Federal Energy <br />Regulatory Commission (FERC) to either relicense the Williams Fork Reservoir Hydroelectric <br />License, Project No. 2204 (Project) or apply for a small hydroelectric power project exemption. <br />Denver Water is using the Alternative Licensing Process (ALP) for relicensing the Project. <br />Section 5.0 of this document provides the steps of the ALP and Denver Water's proposed <br />milestones. Ultimately, the ALP will conclude with Denver Water submitting a Preliminary <br />Draft Environmental Assessment (PDEA) at the same time Denver Water files its application for <br />a new license or exemption on or before December 31, 2004. <br /> <br />The goals of the ALP are to: (I) front-load National Environmental Policy Act (NEPA) review <br />and other licensing requirements (i.e. Clean Water Act section 401 water quality certification and <br />Endangered Species Act Section 7 consultation) into the prefiling period; (2) facilitate a process <br />whereby the PDEA evaluates and addresses the interests of the resource agencies and other <br />stakeholders (participating parties) involved; and (3) expedite the licensing process. <br /> <br />Scoping Document I (SD1) initiates formal consultation regarding resource issues that could <br />potentially be affected by the operation of the Project. SDl is designed 10 satisfy requirements <br />of NEPA during the preparation of the PDEA and license application. SDI contains infonnation <br />on the existing Project facilities, current operations, existing environmental and developmental <br />resources, and ongoing programs to manage these resources in the FERC Project area. SDI is <br />designed 10 present infonnation to support the NEPA scoping, study identification and design <br />effort. Comments from participating parties on resource issues and recommendations for studies <br />or infonnation should be submitted as part of the parallel NEP A scoping effort and reference <br />SDI. <br /> <br />Comments on SDI, including requests for environmental studies or infonnation, are due 60 days <br />following the joint scoping meeting(s) and site visit that will be held June 4-5. 2003.
