The goal is to work
collaboratively with participants to clearly define the issue and to collectively design a
study plan during the comment period for this scoping process. Participating parties and
Denver Water will strive to reach agreement through a collaborative process on the issues
to be studied, the appropriate methodologies to use in conducting the studies, and
analyzing and interpreting the data. Denver Water's goal is to complete this initial
collaborative process and incorporate the results into Scoping Document 2 (SD2) by
April 17,2003.

5.2.1 Noise
Issue:

I. No increase in the level of noise is expected, even with the addition of the new
small hydro turbine unit.

Studies:

I. No studies are proposed at this time.

5.2.2 Geology and Soils
Issue:

I. Are there any significant eroded areas within the FERC Project area?

Studies:

I. Identify and map extent of eroded areas.

5.2.3 Water Quality and Quantity
Issue:

I. Will the proposed increase in power capacity degrade dissolved oxygen and
temperature range requirements for fish species downstream from the
Williams Fork Dam within the FERC Project area?

Studies:

I. Quantify current water quality conditions below the Williams Fork Dam and
determine if the operation of the proposed increase in power capacity will
affect the dissolved oxygen and temperature range requirements for fish
species within the FERC Project area downstream of the Williams Fork Dam.

17
