The City of R~swell provided the plant <br /> <br />site, furnishes raw water to the plants and purchases the product <br /> <br />water at 40 cents per thousand gallons. These contributions <br /> <br />by the state and city played an important part in the decision <br /> <br />to locate the plant in New Mexico. <br /> <br />The New Mexico Institute of Mining and Technology at Socorro <br /> <br />has been engaged in research in atmospheric physics for at <br /> <br />least 20 years. The Institute is continuing basic research <br /> <br />in this field, giving particular attention to weather modi fica- <br /> <br />tion, with support from the National Science Foundation. At- <br /> <br />tempts to increase precipitation haven't borne the fruit that <br /> <br />seemed so close at hand 20 years ago, but the potentiality <br /> <br />for enhancing our water resources by cloud manipulation are <br /> <br />still very great and intensive basic research in cloud physics <br /> <br />is justified. <br /> <br />A Water Resources Hesearch Institute has been established <br /> <br />at New Mexico State University under the provisions of Public <br /> <br />Law 379 of the 88th Congress. Again with an eye toward the <br /> <br />fact that about 93% of our water is used in irrigation agri- <br /> <br />culture, it is my hope that, with its great background in the <br /> <br />agricultural sciences, the State University will undertake <br /> <br />both applied and basic research with tre goal of improved and <br /> <br />.more conservative use of water in the irrigation of various <br /> <br />12 <br />
