<br /> <br />w <br />l\;l <br />en <br />-.J <br /> <br />FOREWORD <br /> <br />The waters of the Colorado River are progressively increasing in <br /> <br />salinity. A great concern over this situation and a need to imple- <br /> <br />ment a solution has been expressed by those who depend on this great <br /> <br />river as a lifeline. This salinity control imperative extends to the <br /> <br />Republic of Mexico and has become an important aspect in our inter- <br /> <br />national relations with that nation. <br /> <br />J <br /> <br />This report sets forth a plan of attack in the form of a cOIllprehen. <br /> <br />sive IO-year Water Quality Improvement Program. It identifies poten- <br /> <br />tial solutions both short and long range. Investigations are sched- <br /> <br />uled for control of salinity at point sources, diffuse sources, and <br /> <br />irrigation sources. These investigations have been Structured and <br /> <br />integrated with programs involving desalting, weather modification, <br /> <br />geothermal resources and basin-wide water resourCes management. <br /> <br />The objective of the program is to maintain salinity concentrations <br /> <br />at or below levels presently found in the lower main stem of the <br /> <br />Colorado River. In implementing this objective, the salinity prob. <br /> <br />lem will be treated as a basin-wide problem recognizing that salinity <br /> <br />levels may rise until control measures are made effective hnile the <br /> <br />upper basin continues to develop its compact apportioned waters. <br /> <br />ii <br /> <br />
