<br />5. The Pensacola P.eservoir is now completed. It was constructed
<br />by the Grand River Dam ~.utoority cree..ted by the State of OklaooM. and
<br />is under the provisions of the Federal Po~~r License. This license
<br />provides, among other thing~ that the uppar ten feet of the reservoir
<br />shall be reserved for the control of floods, but the authority shall not
<br />be required to iI:J.pound water above an elevation five feet below crest
<br />until the united States has acquired the necessary flowage rir~ts above
<br />that elevation. In other vrords, the present effective flood control
<br />storage, instead of beint 960,000 acre-feet as recomnended in the re-
<br />porl of the Department, is only 245,000, and My be incroased to I):
<br />total of 540,000 ~~en the United States acquires the lands, easements
<br />and rights-of-../8.Y in the top five feet.
