<br />APPENDIX 'C-1' <br /> <br />MINUTES OF THE ARKANSAS <br /> <br />'. <br /> <br />RIVER COMPACT ADMINISTRATION <br /> <br />REGULAR ANNUAL MEETING <br />December 9, 1980 <br />Cow Palace Inn, Lamar, Colorado <br /> <br />The regular annual meeting of the Arkansas River Compact <br />Administration was held at the Cow Palace Inn in Lamar, Colorado, on <br />December 9, 1960. The meeting was called to order at 10:15 a.m. by <br />Mr. Frank G. Cooley, Chairman and United States Representative. <br />Other members in attendance were: <br />For Kansas: <br />Guy Gibson - Topeka, Kansas <br />Fred Stoeckly .:... Garden City, Kansas <br />Carl Bentrup - Deerfield, Kansas <br />For Colorado: <br />J. William McDonald - Denver, Colorado <br />Leo Idler - Lamar, Colorado <br />Kent Reyher - Las Animas. Colorado <br />Mr. Cooley asked if there were any changes in the agenda (see <br />Attachment Al. Mr. Reyher indicated that he wanted to comment on <br />John Martin Reservoir and Mr. McDonald asked to discuss Muddy <br />Creek. The agenda was agreed upon subject to Mr. Reyher's and Mr. <br />McDonald's requests. <br />The minutes of previous special meetings and telephonic meetings <br />were then discussed and disposed of as follows: <br />(I) With respect to the minutes for the March 21, 1980, special <br />meeting at Garden City, Kansas, Mr. McDonald noted that there <br />should be a fourth item listed in Attachment D to the subject <br />minutes to read: <br />"4. Article II, paragraph 1, is amended by adding a newofficer, <br />to wit, 'Assistant Secretary'.-' <br />Mr. Stoeckly noted several typographical errors and suggested <br />that a corrected copy of the minutes be made and distributed to <br />all compact members. Mr. McDonald then moved, seconded by <br />Mr. Gibson, that the minutes as amended be approved. The <br />motion passed upon the affirmative votes of both states. <br />(2) With respect to the minutes for the April 15, 1980, special <br />telephonic meeting, Mr. Bentrup moved, seconded by Mr. <br />McDonald, the approval of the minutes as printed. The motion <br />passed upon the affirmative votes of both states. <br />(3) With respect to the minutes for the April 24, 1980 special <br />telephonic meeting, Mr. Bentrup moved, seconded by Mr. <br />McDonald, the approval of the minutes as printed.
