<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />o <br />00 <br />o <br />QO <br /> <br />1998 ANNUAL REPORT <br /> <br />work group is an appropriate forum for developing more consistent and scientifically verifiable <br />protocols. <br /> <br />It is noted that Reclamation has other programs that it manages that implement irrigation <br /> <br />improvements and, to the extent possible, the use of other funds that can assist in Colorado River <br /> <br /> <br />salinity control should be coordinated and documented. Two examples ofthis are canal lining in the <br /> <br />Uinta Basin of Utah and the Lower Gunnison salinity demonstration-selenium mitigation project in <br /> <br /> <br />the Uncomphgre Valley of Colorado. The Council requests that Reclamation report to the Council <br /> <br /> <br />the extent of these types of programs and the salinity control that was accomplished by these <br /> <br /> <br />programs in 1998. <br /> <br />The Council recommends in the Management and Budget Recommendations portion ofthis report <br />that the federal program be accelerated to reduce downstream damages and to further reduce the <br />possibility of excursions above the numeric criteria, The Council requests that Reclamation ask for <br />an increased appropriation in FY 2000 and FY 2001 as shown in Table I of this report, The Council <br />asks that Reclamation respond to recommendations contained herein by April I, 1999. <br /> <br />Bureau of Land Management (BLM) <br /> <br />The Council continues to see organizational and personnel changes in the Bureau of Land <br /> <br /> <br />Management (BLM). Recent changes now place personnel in the BLM with stewardship over <br /> <br /> <br />salinity control matters both in the BLM's Washington and Denver offices. The Council believes <br /> <br /> <br />that although changes can be disruptive, they may also provide an opportunity for improved <br /> <br /> <br />coordination when knowledgeable and capable personnel are placed in key positions. The Council <br /> <br /> <br />is encouraged by recent discussions among the BLM State Directors from the four Upper Basin <br /> <br />COLORADO RIVER BASIN SALINITY CONTROL ADVISORY COUNCIL <br /> <br />6 <br />
