<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />c:':) <br />co <br />o <br />w <br /> <br />1998 ANNUAL REPORT <br /> <br />BACKGROUND <br /> <br />Public Law 93-320, also known as the "Colorado River Basin Salinity Control Act of 1974" (Act), <br />authorized the construction, operation, and maintenance of works in the Colorado River Basin to <br />control the salinity of Colorado River water available for use in the United States and Mexico. <br />Section 204 of the Act established the Colorado River Basin Salinity Control Advisory Council <br />(Council). A charter for the Council was originally approved by the Secretaries ofthe Departments <br />of the Interior and Agriculture and the Administrator of the Environmental Protection Agency <br />(USEPA) on February 6, 1976, It was revised on June 22,1976 and has been renewed biennially. <br />The Council receives reports from the federal agencies involved in salinity control activities and <br />makes recommendations to them regarding appropriate methods for controlling the salinity of the <br />Colorado River at its meetings and in this annual report (copy of Advisory Council charter included <br />as Attachment A). <br /> <br />The Council comprises up to three members from each of the seven Colorado River Basin states. <br />Representatives are appointed by Governors and current membership is shown on Attachment B. <br />Gerald R. Zimmerman, California, serves as the current Chairman of the Council and Gordon W. <br />Fassett, Wyoming, serves as Vice Chairman. Advisory Council membership is generally very <br />similar to the membership of the Colorado River Basin Salinity Control Forum (Forum). The Forum <br />is an organization created in 1974 by the seven Colorado River Basin states for the purpose of <br />interstate cooperation and to provide the states with the information necessary to comply with the <br />Water Quality Standards for the Colorado River and Section 303 of the Clean Water Act.
