The land is under private control for the contract period and <br /> <br /> <br />included in the participant's operating unit <br /> <br />. Installation of conservation practices will contribute to an <br /> <br /> <br />improvement in the identified natural resource concern <br /> <br /> <br />. The conservation practices will benefit nearby or adjacent agricultural <br /> <br /> <br />land owned by the participant, and <br /> <br /> <br />. The participant has written authorization from the Government <br /> <br /> <br />landowner to apply the conservation practices. <br /> <br />In its 1997 Advisory Council Report, the Council asked ifthere are examples ofEQIP funds being <br />used to enhance federal rangelands in the Colorado River drainage. The Council again suggests that <br />the BLM research this issue, look for opportunities where EQIP funds can be used by its lessees for <br />salinity control efforts on lands managed by the BLM, and report its findings to the Council. <br /> <br />In 1997 the Council expressed its concern about the uncertainty caused by the BLM's cost- <br /> <br /> <br />effectiveness protocols when comparing the BLM efforts with the USDA and the USBR efforts. The <br /> <br /> <br />Council urges that the BLM assure that it is calculating salinity cost effectiveness in a manner <br /> <br /> <br />consistent with the other federal agencies, Thus, the Council again recommends coordinating <br /> <br />meetings be held, with Reclamation serving as coordinator. The Council is most anxious that such <br /> <br /> <br />coordinating meetings be convened and that the BLM personnel actively participate. <br /> <br />The Council recognizes that the current accounting of expenditures by the BLM is by program, not <br />by results, Nonetheless, in an effort to properly account for salinity control activities and the cost <br />effectiveness thereof, the Council requests a renewed effort to account for the expenditure of the <br />$800,000 that has been specifically identified in the BLM budget for salinity control activities and <br /> <br />COLORADO RIVER BASIN SALINITY CONTROL ADVISORY COUNCIL <br /> <br />8 <br /> <br />I.> <br />
