<br />r - 'j -. ~o <br />U\1<:..." ) <br /> <br />.. .;' <br /> <br />'J <br /> <br />SPECIAL NOTE: <br /> <br />This report, or "issue analysis," is confined to a review of literature on the <br />subject of out-of-basin water transfer. Early in the reseach process for this report <br />many references on the subject were located, some of which are listed in this report. <br />Later, one publication was located that contained citations from most of the previous <br />references. The latter publication is entitled Law of Interbasin Transfers (subtitled <br />Major Interbasin Transfers: Legal Aspects) and was authored in 1971 by Ralph W. <br />Johnson for the now defunct National Water Commission. As nearly as can be <br />determined, the Johnson report was never published and is available only in draft <br />form through the National Technical Information Service (Publication Number <br />PB 202 619). <br /> <br />Since the Johnson report is very comprehensive in its treatment of the various <br />aspects of the subject of out-of-basin (or interbasin) water transfers, it is quoted <br />liberally in this report. Johnson's references, where used in this report, are footnoted <br />in alpha and numeric characters (JI, JIll, J3l1, etc.) to distinguish them from this <br />writer's references which are in numeric characters 0, 35, lI2, etc.). Also, since the <br />Johnson report is a draft report, it may be assumed to contain some uncorrected <br />errors.
