<br />Ri\'cr valley between Las Animas and G,lTclcn City during the period .' <br />June 3 to 10, 1949. <br />The irrigated land lying between the. rc~crvClir on the we!;t and <br />Garden City on the cast dunng this period n:c(;i\'l~d :1mounts of rainfJlI <br />ranging from around seven inches to more than eight inches. These <br />amounts were more than ample for crop needs. , <br />Another factor contributing to the smaller demand on the reservoIr <br />was the damaged condition of diversion works and canals along the river <br />in both states resulting from the flood Gluscd by this storm. There \Vas <br />no canal in this arr.a that was not damag.::u anJ most of the larger ones <br />were brea.ched in many places. In some instances it was more than a <br />month until sufficient repairs had been made to pl;}cc the can,ll back <br />in service. <br />Runoff from the storm was principJ.lly in that portion of the valley <br />below the dll.m; however, reservoir strJragc during that period increased <br />in the amount of 63,649 acre-feet. . <br /> <br />6, Rules and Reglllations <br />(a) In aecordonee with Article VlIJ B(l) of tJ.c Compact, the <br />By-La\\t.s of the Administration (Article VI) set up the procedure. for . <br />the promulgation of Rules and Regulations for. the administr;ltion of <br />the Arkansas River Compact. <br />(b) Effective administration of the Arkansas River Comp~ct re.' <br />quires cooperation among all interested offici.-ds and agencies Jnd must <br />be accomplished under Rules and Regulations \vhich delineate the re' <br />spective functions of the Corps of Engineers in the oper,ttion of John . <br />Martin Dam and Reservoir, uf the. Chid' Official of (:ach of the States <br />of Colorado and Kansas charged with the admini~tratJon of water rig~ts. <br />and of the Administration. A tenta-tive draft of such Rules J.ncl Regula' <br />tions has been prepared and is being considered by the Admillistration. <br />This matter must be concluded by the Administration \.vell in advJ.nce <br />of the commencement of the irrigation season of 1950. <br /> <br />7. Cooperative Studies and Activities - Gaging Stntious <br />(a) Article VlII G(l) of the Arb",", River Compoc' requires <br />the Administration to ~ooperate with the Chief Official of each of the <br />States of Colorado and Kansas chargL'd with the i\dlninistration of water . <br />rights and with the Federal agenciC's in a systematic clctcrminJtion and <br />correlation of the facts as to the flow iind di\'cr~ion of the \\.'iHer of the <br />Arkansas River and as to the operation anJ siltation of John Martin . <br />Reservoir and other related structures; imd Article VIII G(2) requests <br />the Director of the United Stines GcologiC<lJ Survey, th-= Commissioner <br />of Reclamation, and the Chief of Engineers, UnitL'd States Army, to <br />collaborate with the Administration and with appropriate: Stolte otnci:.tls <br />in such determination and corrdation of stream flo\\' ,-llld of related data. <br />The carrying out of the cooperative studit~S ;lncl activities herein men- <br />tioned is assigned, under the By~Laws Ot the AdministrJ.tion, to the <br />Engineering Committee.
