o
,. ')
~"
~
ell)
tJ"t

includes an economic analysis showing the greatly increajfed
. annual contribution to the re:pa.;yJnent of the irrigation facili-
ties of the project which will be available as a result of the
use of the Company's facilities. A brief discussion of this
schedule is given on page.a 9 and IO.

We wish to emphasize that this analysis covers onlY a small
portion of the transmission system proposed by the Bureau and
it would serve a well deVeloped area. of the State having good
load density. Other proposed lines to serve areas more remote
from, the backbone system of the project, or to serve loads of
lesser density, when analyzed, will show that such proposed
line~, instead of aiding the economic feasibility of the
project, will definitely increase the project cost and will
substantially decrease the income available to repay the
invEistnlent made by Federal taxpayers.

.

2. The Bureau's present transmission plan contemplates using the
115 Irv line proposed to serve Longznont and Brighton as one
connection to the Company's \Talmont steam Plant. A second
connection is proposed by the construction of a line from
Estes Park to Valmont. This line with a total estimated cost
of $532,500 is inCluded in the 1950 appropriation request for
an allotment of $108,000.

THE COMPANY DOES NOT BELIEVE THAT ~HE BTJREAU SHOULD SPEND
TAXPAYERS' MONEY TO CONsrRUCT TRANSMISSION LINES TO MAKE .
DELIVERY OF COLORADO-BIG THOMPSON POWER TO THE COMPANY, ANY
MORl!: THAN rr SHOULD CONSl'RUar DUPLICAT:mG. LINE3 TO MAKE IlELTVER{
OF :lffNERGy TO "PREFERENCE CUsrOMERS". The Company is ready,
Willing and able to construct, at its own expense, whatever
transmission line~ may be necessary to receive the power made
available to it from the Colorado-Big Thompson project.

By constructing these facilities at its own expense, the
Company will further reduce the estimated cost of the project
by $532,500.

3. The Company reiterates its pledge of cooperation as set forth
on :page 12 of its 1948 presentation to reduce the load on its
ste8.l'l1 plants to whatever extent is neces.sary to assure an
immediate market for Colorado-Big Thompson power as rapidly as
it bacomes available. In this connection, we wish to again
point out that by the time the Colorado-Big Thompson project
is COmpleted the Company will have at least 265,000 kilowatts
of modern steam generating facilities operating in the area
immediately adjacent to the Colorado-Big Thompson project.

.
,
~
2
~
~
.

.

3
