<br />000495 <br /> <br />MILL LEVY <br /> <br />1/2 mill on assessed valuation <br /> <br />This assessment is on all property within the boundiries <br />of the DWCD whether that property receives direct benefit <br />or not. The basis for this charge is that, supposedly, <br />the Dolores Project will benefit everyone in the District <br />some way or another. <br /> <br />The revenue from this assessment goes directly to the Federal <br />Gov.ernment for Dolores Project repayment. The charge is <br />to start at the beginning of the development block, but <br />it is subject to the Colorado 7% limitation. Therefore, <br />its effects will not be felt all in the same year. The <br />duration is fifty years. <br /> <br />o & M CHARGE <br /> <br />variable <br /> <br />The O&M charge will be based on the actual cost of delivering <br />wa ter to the farmer. Approximately 1/3 of the cost will <br />be the pumping of the water out of McPhee reservoir and <br />the pumping out of the canal and pressurizing the underground <br />la teral system. Other costs, of course, include salaries, <br />equipment, parts, supplies and administration. <br /> <br />All of the revenue from this charge remains with the District. <br />As stated in the introduction, the total of the four charges <br />in 1977 was estimated at $19-20. $16-17 of that was the <br />estimated O&M charge. <br /> <br />HOW & WHEN ARE THE CHARGES COLLECTED <br /> <br />The charges are assessed and collected by the Montezuma <br />and Dolores County Treasurers as part of each landowners <br />real estate property tax. <br /> <br />Example: If the first development blocks (Fairview & Cahone) <br />are named in 1989, the District would notify the respective <br />County Treasurer in the fall of 1988 how much assessment <br />is due from each landowner in those blocks. Those assessments <br />would then become due and payable along with the regular <br />real estate tax in February of 1989. <br /> <br />SUMMARY <br /> <br />The estimates now for the total charges, in terms of 1987 <br />dollars, range from $27-35 per acre per year. I realize <br />that is a wide range. The fact remains that the O&M charge <br />will be what the actual cost is, no more; no less. From <br />the District's perspective, our goal is to operate the <br />project so that it is well maintained, dependable, but <br />to do it efficiently and economically. <br />
