I .submit herewith for transmission to Congress the report of <br />the Board of Engineers for Rivers and Harbors in response to resolution <br />of the Commi.ttee on Flood Control of the House of Representatives, <br />adopted March 20, 1945, requesting the Board to review the report on <br />the Purgatoire (Picketwire) River, Colorado, pUblished in House Docu- <br />ment Numbered 387, Seventy-eighth Congress, Second Session, with a view <br />to determining whether any modification of the recommendation contained <br />therein should be made at this time in order to provide flood protec- <br />tion for Tripidad, Colorado, and at the same time make more water <br />readily available for agricultural and industrial uses. <br /> <br />2. After full consideration of the reports secured from the dis- <br />trict and division engineers, the Board recommends that the authority for <br />the local protection project at Trinidad, Colorado, be rescinded, and in <br />lieu thereot' that the Purgatoire River, Colorado, be improved in the in- <br />terest of flood control and irrigation by construction, maintenance, and <br />operation by the Corps of Engineers of a dam and reservoir above Trinidad, <br />. Colorado, at about river mile 161, generally in accordance with the plans <br />of the district engineer and with such modifications thereof as in the <br />discretion of the Chief of Engineers may be advisable; at an estimated <br />cost of $17,000,000 for construction and $22,000 annually for maintenance <br />and operatio~; provided: (a) that local interests give assurances satis- <br />factory to the Secretary of the Army that they will contribute in cash at <br />the time of construction 4.5 percent of that portion of the first cost <br />allocated to flood control, presen11y estimated at $372,000, and maintain <br />the channel of Purgatoire River thifough the city of Trinidad; (b) that re- <br />payment of the first cost allocated to irrigation, established as 51 per- <br />cent of the total project cost and presently estimated at $8,732,000, and <br /> <br />!t <br /> <br />.f <br />, <br />
