.

.

not feasible or desirable. It has also been noted that the only
determinat ion which will be made when the study is completed is
whether any alternative project or projects look to be
sufficiently promising as to merit further study. Should it be
determined that further study is in order, then the above-
mentioned issues concerning the scope of study and the evaluation
of impacts will need to be addressed.

The staff has also tried to emphasize that no decision as to
whether to proceed with project development is imminent. Several
years and several millions of dollars of study would be required
before such a determination could be made. Environmental impact
statements and proceedings .before the Federal Energey Regulatory
Commission, to name only two, would be needed before any final
decis ions could be made.

Finally, with respect to comments on analytical procedures
and evaluation methodologies, it has been announced that written
comments concerning these aspects of the study will be timely if
received by August 30th. Another meeting of the Advisors has
also been scheduled for the sole pUrpose of discussing these
matters. The design of the second phase of the study will not be
decided upon until all pertinent comments have been reviewed and
taken into account as appropriate.

-4-

MCD:dm
