All programs proposed will

relate to detennined or potential resource impacts primarily in the Colorado River corridor

between Glen Canyon Dam and Lake Mead resulting from "The effects of the Secretary's

actions.,,21

The Strategic Plan and annual monitoring and research plans will build upon the rich

history of monitoring and research investigations developed by the Bureau of Reclamation

(BaR) and other organizations. The "Secretary's
actions" include dam operations or alternative dam operating criteria as well as other authorized
actions.

[Final Draft 3/17/97]

2

."--
