SECTION A.
PURPOSE AND DESCRIPTION OF SCIENTIFIC ACTIVITIES

The Grand Canyon Monitoring and Research Center (GCMRC) of the U.S. Department of
the Interior announces its Fiscal Year (FY) 1998 Request For Proposals (RFP) for monitoring,
research and other scientific activities. Proposals in response to this announcement must be
received by August 6, 1997. It is anticipated that awards will be made by October 1, 1997.

The RFPs are for activities related to physical, biological, cultural, social, and economic
resources associated with the Colorado River ecosystem. 1 The Colorado River ecosystem is
defined as the Colorado River mainstem corridor and interacting resources in associated riparian
and terrace zones, located primarily from the forebay of Glen Canyon Dam (GCD) to the western
boundary of Grand Canyon National Park, a distance of approximately 293 river miles. The scope
ofGCMRC activities also includes limited investigations into some tributaries (e.g., the Little
Colorado and Paria Rivers). Proposals may address the development or implementation of
methods for monitoring resources of concern to determine significant changes in these resources.
Research will interpret and explain trends observed from monitoring, determine cause and effect
relationships and resource associations, and/or better define inter-relationships among physical,
biological, cultural, and social processes. Proposals may also address new information
technologies to enhance scientific understanding. Advisory services refer to obtaining specific
expertise to provide independent scientific advice and oversight to GCMRC scientific activities.

This announcement describes the program areas in which proposals will be sought.
Additional RFPs may be issued in the future in any of these program areas. Each program area is
further divided into specific RFPs intended to address defined stakeholder objectives identified
through the adaptive management process.

Awards made in response to this RFP are dependent upon responsiveness of proposals to
the announcement, the quality of the proposed monitoring, research, and associated scientific
activities, the cost of the proposed activities, as well as other explicit criteria outlined in this RFP.
Awards will range in duration from I to 2 years. The approximate amounts to be awarded are
listed in the specific RFP.

Proposals will be evaluated by qualified peer reviewers and GCMRC program managers.
Peer reviewers are experts familiar with the technical aspects of the field of study the proposal
addresses. Proposals will be evaluated against general and initiative-specific criteria identified in
this announcement.
