<br />16 <br /> <br />2. Development of a "White Paper" to initiate discussions on new protocols and <br />procedures to assure appropriate implementation of the GCP A, GCDEIS, and ROD. <br />3. Development of contingency plans by GCMRC to accommodate research <br />assessments of "spills" or other short-duration high flow unplanned events. <br />Programming to assure that necessary processes for accommodating all of the above <br />will be in place in FY98. <br /> <br />:{ <br /> <br />SCHEDULE AND BUDGET <br />The strategic plan outlined in this document addresses monitoring and research <br />activities for a five year period: fiscal years 1998 to 2002. Each year, in April, a new fiscal <br />year Annual Plan will be drafted and used to structure and guide implementation of specific <br />elements of the Strategic Plan. It will have priorreview by the technical working group <br />(TWG) and the AMWG and approved by the Secretary of Interior. Further, specific planning <br />will occur to address Native American Program requirements and Biological Opinion <br />requirements. <br />This Strategic Plan is designed to guide specific monitoring and research through three <br />fundamental phases: <br />1. Development of conceptual ecosystem models, synthesis of existing knowledge, <br />and determination of key attributes associating resource impacts to dam <br />operations. <br /> <br />[Final Draft 3/17/97] <br />
