~

8

New Developments in Region
Point 6 of Minute No. 242 provides that:

"...the united states and Mexico shall consult with each
other prior to undertaking any new development of either the
surface or the groundwater resources, or undertaking sub-
stantial modifications of present developments, in its own
territory in the border area that might adversely affect the
other country."

The U.S. and Mexico, through the IBWC, have held meetings concerning
technical aspects in both countries in furtherance of ongoing consul-
tations regarding the proposed lining of the All-American Canal.

Assistance to Mexico in Rehabilitation Program

Point 7 of Minute No. 242 provides that:

"The united states will support efforts of Mexico to obtain
appropriate financing on favorable terms for the improvement
and rehabilitation of the Mexicali Valley. The United
states will also provide non-reimbursable assistance on the
basis mutually acceptable to both countries exclusively for
those aspects of the Mexican rehabilitation program of the
Mexicali valley relating to the salinity problem, including
tile drainage."

The Government of Mexico has not asked the United states for assis-
tance in obtaining financing for the improvement and rehabilitation of
the Mexicali Valley. Mexico has not proposed non-reimbursable assis-
tance for those aspects of the Mexican rehabilitation program relating
to the salinity problem. The Mexicali Valley rehabilitation program
was essentially complete at the end of calendar year 1977.

Acknowledgement

The full cooperation of the U.s. Department of the Interior and the
Bureau of Reclamation, which enabled compliance with the 1944 Treaty
and the salinity agreement with Mexico, as reported herein, is ac-
knowledged with appreciation.

Jose s. Valdez
Acting Commissioner
