<br />consistency requirements of Section 319 of the Clean Water Act.

<br />biOlogical diversity, noncommercial species values, forest age and size
<br />distribution along with harvest techniques, prescribed fire and other best
<br />manageme~t practices are used to achieve this goal.

<br />resources, protect inte~sively used sites, construct other facilities to'
<br />accommodate the use, or directly regulate use if all else fails--in order to
<br />maintain the distinctive character of public lands recreation resources.
