Review of Federal Proiects and Actions for Consistencv with <br />Section 319 Goals <br /> <br />~ <br />! <br /> <br />One of the requirements of Section 319 is that each state review relevant <br />Federal financial assistance programs and federal development projects which <br />may effect water quality through nonpoint sources. The' intent of a * <br />consistency review will be to determine if such proposed programs or~rojects <br />will either adversely impact water quality through the generation of nonpoint <br />sources, or fail to include provisions for improving waters impacted by past <br />or ongoing nonpoirit source generating activities. Such a review may include a <br />request that such Federal programs and projects be consistent with this <br />VOluntary 319 management program. <br /> <br />Implementation of BMP's to correct nonpoint source water quality problems, <br />where such BMP's are identified solely as part of the state section 319 <br />program, is voluntary in Colorado. Therefore, in the absence ,of independent <br />statutory or regulatory authority, reference in other state and federal <br />enactments to Colorado's Section 319 program, includingBMP's developed <br />thereunder, shall not establish an enforceable requirement that BMP's be <br />implemented other than voluntarily. <br /> <br />The following list reflects programs listed in the 1987 Cataloa of Federal <br />Domestic Assistance which the Water Quality Control Division has deemed may <br />impact water quality through nonpoint sources.
