Nonpoint source water pollution, which is <br />pollution which is not regulated as point sources and caused by diffuse <br />sources, is recognized as a serious impediment to meeting the goals of the <br />Clean Water Act. The Act states specifically: <br /> <br />"... it is the national policy that programs for the control of <br />nonpoint sources of pollution be developed and implemented in an <br />expeditious manner so as to enable the goals of this Act to be met <br />through the control of both point and nonpoint SOurces of pollution." <br /> <br />In keeping with this philosophy the Clean Water Act was amended to include <br />Section 319 Nonooint Source Manaaement Proarams. This new section provides <br />the legal basis for the implementation of nonpoint souroe programs and <br />identifies the requirements states must meet to qualify for assistance under <br />the Act. Section 319 stresses two items which must be oompleted by a state <br />previous to consideration for grants to ameliorate nonpoint source problems. <br />These items are: <br /> <br />1) State assessment report <br /> <br />2) State management program <br /> <br />The Assessment report provides an analysis of nonpoint source water quality <br />problems. The management program provides a direction for correction of these <br />problems. For the State of Colorado these two items will be produced <br />separately, but will be combined to provide the basis for nonpoint source <br />decision making in Colorado. The remainder of this report will be devoted to <br />the management program. <br /> <br />Re?Uirements of State Nonooint Source Manaaement proaram <br /> <br />seotion 319 (h) describes the contents of the State management program. <br />Implementation of the management program is intended to control pollution from <br />nonpoint sources in the four fiscal years following submission of the <br />program, The contents of the program required under 319 (b) are as follows. <br /> <br />(b) State Management Programs <br /> <br />2. Specific contents ~ each management program proposed for <br />implementation under this subsection shall include each of the ' <br />following: <br /> <br />(A) best management practices and measureS which will be used <br />to reduce pollutant loadings resulting from each category, <br />subcategory, or particular nonpoint source designated in <br />the State's Assessment Report, taking into account the <br />impact of the practice on ground-water quality. <br /> <br />Page 5 <br />
