<br />.} II <br /> <br />Chapter 9 <br /> <br />Conclusion <br /> <br />This addendum to the report filed in September of 1995 updates Colorado's current <br />efforts to comply with the Arkansas River Compact. <br /> <br />As detailed in Chapter 2 and 8 of this report, significant resources have been <br />appropriated to implement and enforce the 1994 Measurement Rules and the 1996 Use Rules. <br />Those resources will be dedicated towards field inventory reconnaissance, management of <br />the data required. and enforcement of rules and regulations through court proceedings. <br /> <br />Progress is being made by augmentation associations within the basin to acquire water <br />to replace depletions to usable Stateline flows caused by post-<:ompact well pumping. <br />Further, money has been appropriated to lillow LA WMA to purchase water rights to replace <br />depletions. <br /> <br />The well inventory and enforcement of the 1994 Measurement Rules continues, with <br />efforts now focusing on wells located in the Fountain Creek drainage. A trial on protests <br />to the 1996 Use Rules is set for March 18, 1996. <br /> <br />The passage of Senate Bill 96-124 will substantially assist the State Engineer's efforts <br />to bring about compliance with the compact. <br /> <br />The State of Colorado and its water users continue to make progress towards <br />compliance with the Arkansas River Compact. The State Engineer continues to work <br />diligently toward bringing post-compact well pumping into compliance with the Compact <br />despite less than cooperative efforts by the State of Kansas. <br /> <br />19 <br />
