<br />., I' <br /> <br />or, if the system that the pump discharges into is modified in such a manner as to <br />change the power coefficient or the discharge of the pump. If any other alteration to <br />the system is made that changes the discharge of the pump or power coefficient, re- <br />verification will be required. The rule also allows the Division Engineer to conduct <br />additional tests if he believes an error was made or when there is a substantial <br />difference between a certified tester's results and the Division Engineer's. <br /> <br />Rules 4 and 5 (data filing requirements for owners/users of flow meters or power <br />coefficient testing) will be amended by adding that the Division Engineer must be <br />notified if the method of measurement changes. <br /> <br />Rule 6.1 will be modified to coordinate the filing of data pursuant to the 1994 <br />Measurement Rules with submittal of data pursuant to the 1996 Use Rules, allowing <br />one yearly submittal on a fonn approved by the Division Engineer. <br /> <br />Rule 7 will be modified to allow inactive wells to submit one fonn when the well <br />goes inactive (as opposed to yearly filing). When a well becomes active, a fonn must <br />be submitted to the Division Engineer within a specified time period and the well <br />must comply with all rule requirements in the Arkansas River basin. <br /> <br />The State Engineer will also be modifying the data requirements for power coefficient <br />tests under authority currently existing in the present rules. The additional data that will be <br />required will include: infonnation regarding motor horsepower, factors used to determine <br />Pkh (KIt or Ke, CT and PT), angular velocity of the meter disk and comments on angular <br />acceleration, additional yield and measurement data, pumping level data at all intervals, and <br />discharge pressure data at the well head if discharge is into a pipeline system with more than <br />one point of discharge. <br /> <br />Related Provisions of Senate Bill 96-124 <br /> <br />Senate Bill 96-124 (Appendix A), appropriates moneys from the Colorado Water <br />Conservation Board Construction Fund in the amount of $50,000 to be used by water user <br />groups to purchase systems and coordinate operations of data processing systems to facilitate <br />transfer of well pumping data in the Arkansas River basin. It also provides that those <br />moneys can be used by the Division of Water Resources to assist in the coordination of the <br />necessary systems to allow for efficient transfer of electronic power data to calculate water <br />usage. <br /> <br />The bill provides that the State Engineer and the Division Engineer have the authority <br />to order any person or company supplying energy used to pump ground water to provide <br />records of energy used to pump ground water.
