Typist - Carrie Curvin <br /> <br />ADMINISTRATION UPDATE <br /> <br />FY 1995 Budget <br /> <br />. <br /> <br />President Clinton's proposed FY95 budget was <br />released February 7. It contains significant increases <br />for EPA. Following a FY94 cut of 3.2%, the agenCY will <br />receive an add~ional $519M, a 7.7% increase.. Over <br />20% of the increase is earmarked for additional EPA <br />staff, which would make the agency one of the few to <br />boost staff levels. Grants and loans for water quality <br />projects received a 7% increase for FY9?, A $20M, <br />20% increase for grants to states to control non-point <br />source pollution (NPSP) was included. These <br />increases bolster EPA's shift to ecosystem <br />approaches in regulating water quality. The budget <br />also provides $150M, a $92M increase, for wastewater <br />treatment projects along the US/Mexico border. The <br />FY95 water infrastructure budget is up $153M, to. <br />$2.55B. This includes $1.6B, up $360M from FY94, for <br />state revolving loan funds (SRFs), The budget <br />proposal also includes $700M fora new drinking water <br />SRF. Environmental groups praised the increase in <br />the EPA budget. The Senate Environment and Public <br />Works Committee held a hearing on the budget on <br />March 8. <br /> <br />. <br /> <br />The U.S. Geological Survey budget would increase <br />$31 M in FY95, w~h funds targeted for a number of <br />environmental protection programs. National Water <br />Quality Assessment Program funding would increase <br />$6M to $58.2M. Funding for the Federal-State <br />Cooperative Water Quality and Supply Program would <br />be $62M. USGS would receive a $12M increase to <br />study cr~ical ecosystems, and a $6M increase to <br />enhance production of dig~al cartographic data for the <br />Department of Interior, and other federal agencies, to <br />improve resource management. A new USGS <br /> <br />program to develop computer software for watershed <br />modeling would receive $1 M. <br /> <br />The Bureau of Reclamation took an 11 % cut under <br />the FY95 budget, down $107,3M to $836.5M for FY95. <br />Project funding would be reduced by $93M under the <br />proposed budget. Funding would decrease for the <br />Colorado River Basin Salinity Control Project, the <br />Central Valley Project in California, and the Dolores <br />and Animas-La Plata Projects. in . Colorado. The <br />Central Utah Project (CUP) would receive $51 M for <br />FY95, a $20M increase. CUP funding is part of the <br />overall Interior budget. In 1992, the Congress enacted <br />significant changes to the CVP and CUP. <br /> <br />The Army Corps of Engineers budget was cut 14% <br />in comparison to FY94 funding. The Corps will not <br />begin any new projects in FY95, but funding will <br />continue for projects under construction. <br />Environmental programs received increased funding. <br />For example,$36M was budgeted for protection of <br />salmon smolts in the Pacific Northwest and $18M to <br />expand wetlands protection and simplify permitting <br />procedures. <br /> <br />WATER QUAUTY <br /> <br />Clean Water Act-Reauthorization <br /> <br />Rep. Norman Mineta (D-CA), Chair of the House <br />Public Works and Transportation Committee, and Rep. <br />Sherry Boehlert (R-Ny), Ranking Minority Member of <br />the House Water Resources and Environment <br />Subcommittee, have introduced H.R. 3948, to <br />reauthorize the Clean Water Act (CWA). They noted <br />in their March 3 introductory remarks that CWA <br />reauthorization was highlighted by President Clinton in <br />his . State of the Union Address as "must-pass" <br />
